Quoting from the War Caster feat on page 209 of the 2024 PHB, "When a creature provokes an Opportunity Attack from you by leaving your reach, you can take a Reaction to cast a spell at the creature rather than making an Opportunity Attack. The spell must have a casting time of one action and must target only that creature."

Yes, that's a valid usage. Quite clever really. That said, one could argue that allies don't provoke opportunity attacks when leaving your reach.

Of course they provoke it, you just decide not to take it (unless you are a Tabaxi)....

Interestingly, here's the 5E PHB p.195 wording, "You can make an opportunity attack when a hostile creature that you can see moves out of your reach."

And here's the D&D 2024 PHB p.26 wording (same as on p.371), "You can make an opportunity attack when a creature that you can see leaves your reach." So the D&D 2024 version does not specify hostile, unlike the D&D 2014 version.
