Elite Desonnen Shock trooper

The Desonnen Shock trooper is an elite member of the Desonnen military that possesses formidable combat and magical skills channeled through a small focus placed in the back of their hand. They fight in well crafted but decorative golden armor (not real gold, just high quality and gold colored) with deep royal blue capes and belts. They posses the ability to fill their swords with paralyzing electricity and unleash powerful waves of concussive force from their bracers. Because of the way Desonnen armor meshes with the troopers personal focus, these weapons loose their power when removed from the troopers hands. As a side effect of the arcane symbiosis present in the trooper and his armor, as the trooper becomes severely injured his focus breaks, and he is unable to contain his energy, it flows outwards through his armor, injuring himself and those around him.

[Melee] Paralyzing Slash (standard; at will) Melee +13 vs. AC; 1d10+4 damage and the target is immobilized, (save ends).

[Close blast 3, close blast 5, or close burst 1] Concussive Blast (Minor; Recharge 4,5,6) +11 vs. Fort; 1d6+4 damage and the target is knocked prone and pushed two squares. This ability recharges and can be used as an immediate reaction when the Shock Trooper is reduced to bloodied.

[Melee] Crushing boot (standard; at will) Melee +13 vs. AC; 3d10+4 damage. This power is only usable against prone and immobilized opponents. This power provokes an attack of opportunity from non prone or immobilized opponents.

Loot: The high quality armor consists of Bracers and other misc accessories, Plate mail, and a bastard sword, worth a total of 200 because of their quality make.


Tactics:
If possible, the shock trooper opens with a large concussive blast, then moves to attack with paralyzing slash. If the trooper is not immediately threatened and hits with both paralyzing slash and concussive blast on the same target, he may use his action point to use Crushing Boot on the downed opponent. The trooper generally groups his opponents with concussive blast if possible so they can be swarmed by his teammates or hit with area attacks, he then tries to focus on the most dangerous opponent and lock him down.
Normally the trooper will not risk the opportunity attack to use Crushing Boot on an opponent.

Encounter:
The Desonnen Shock Trooper is usually the leader of a Desonnen strike team, which consists of 4-8 Desonnen Infantry(minions melee) and 2 Desonnen Bolters (standard artillery)


Any thoughts? Suggestions? If this gets enough feedback or if anyone wants it I will post the bolters and infantry.

My initial recommendation is to take a look at the DMG, page 42 to see what damage expression should be used to rebalance the foe's damage output. With that in mind, this looks like a great villain-type to use!

I would even go as so far to create a template, similar to the Lich, for the "Dessonnen Elite" or something of that nature.
 

Hmm thats a good idea moniker (the template one).

As for damage expressions, if you look at the table you will find that I DID use appropriate expressions.

The normal attack uses medium, the blasts use low, and only the stomp does High Limited damage, because its hard for the trooper to get in a situation where he can use it (especially if, as the tactics section suggests, avoids provoking OAs with the attack)
