The Forgotten Realms Character Guide also has a feat that adds +1d4 to the reroll of Elven Accuracy [average 2.5 is better than 2] . I see no reason why it would not stack with the +2 PHB feat, either (Elven Precision). So if you wanted to spend the two feats you could have +4.5 average bonus on top of normal to hit bonus on the reroll.

No reason why not at all. Wild Elf Luck gives an unnamed bonus. It's probably -intended- you take both at the same time.

It's true, they would stack.

Wild Elf Luck and Elven Precision could be used together to get a reroll with +1d4+2 added to the result. Pretty strong, overall.

There's no requirement that you use elven accuracy when you miss; one of the more ingenious uses of the ability is to drop an area of effect spell on a bunch of enemies surrounding an ally, and then reroll against the ally if you hit.
