This template represents a creature who uses magical charms and enchantments to enslave other beings. It seemed like it could be useful to build those seductive sorceresses and stuff that we dream about on lonely nights.
“Enchanter” is a template you can apply to any humanoid or magical beast to represent the leader of an evil organization or group. Any NPC or monster that controls and uses others is a good fit for this template.
Prerequisite: Humanoid or Magical Beast, Charisma 13+
Demagogue Elite Controller (Leader)

Defenses +2 Fortitude; +4 Will; +4 to all defenses against charm and fear effects
Saving Throws +2

Hit Points +8 per level + Constitution score
Powers
Dominate (standard; at-will) ✦ Charm
Ranged 5; Level + 2 vs. Will; the target is dominated (save ends, with a –2 penalty to the saving throw). Aftereffect: The target is dazed (save ends). The enchanter can dominate only one creature at a time.
Charm (standard; at-will) ✦ Charm
Melee; Charisma vs AC; on a hit, the enchanter makes a secondary attack against the same target. Secondary Attack: Level +2 vs Will; the target cannot attack the enchanter and if the target is adjacent to the enchanter when the enchanter is targeted by a melee or a ranged attack, the target interposes itself and becomes the target of the attack instead. The effects last until the enchanter or one of its allies attacks the target or until the enchanter dies.
If the target is still under the effect of this power at the end of the encounter, the enchanter can sustain the effect indefinitely by touching the target once per day. The enchanter can affect only one target at a time with its Charm.
