Encounter power buffs outside of combat

Bear in mind that all the buff-attack powers we've seen so far have the damage listed on "Hit" and the buff listed on "Effect," and I'm 99% sure "Effect" has been defined as "what the power does regardless of an attack's success or failure," meaning you don't have to attack anything to give your ally a buff.

Hmm... how does this interact with "once per day, when you die..."?
 

I also think a lot of long term buff have sustain minor. I don´t know the exact rules, but i would guess theres a limit to how many bufs you can sustain and efficiently do something (1,2 or 3)
