Bear in mind that all the buff-attack powers we've seen so far have the damage listed on "Hit" and the buff listed on "Effect," and I'm 99% sure "Effect" has been defined as "what the power does regardless of an attack's success or failure," meaning you don't have to attack anything to give your ally a buff.
