Epic Levels start when?

Hi there,

I was just wondering what happened when I play a character with an ECL +3 race.

Do I become epic after classlevel 17 (17 lvl class + 3 lvl race) or do I become epic after 20th classlevel no matter what +ECL i have?

ELH, page 25. You can start getting epic feats when your character level + ECL is > 20, but you continue getting normal BAB and save advancement until you have 20 character levels.

I would probably rule-0 that one, but my current campaign has not reached epic levels. Level 21 is the beginning of epic, and that's that.

On the other hand, I dislike the current ECL system. A Genasi gets a few neat bonuses, but other races have abilities (like SR) that go up with level. I'm considering a system that uses ECL only for races with increasing racial powers, and a flat XP penalty (like +3000 non-cumulative at each level; i.e. 4000XP for 2nd, 6000XP for 3rd, 9000XP for 4th, etc.). Epic would still be 21+, though.
