Without the house rule, why would you want to play a Fighter for your first 20 levels? It would be more beneficial to play another fighting class and switch to Fighter once you are Epic. Afterall, that way you can get more Epic feats than anyone else PLUS several other class abilities.

The same reason you'd play the a fighter to begin with: it fits the character concept. Don't make these choices based on meta gaming power. Base the choices on solid character background and personality.

Well, I think there is little cause for panic

A 40th level fighter has chosen 34 feats.
Of these 34 feats;
10 are "Epic Fighter",
11 are "Fighter",
6 are "Epic Feats", and
7 are "normal feats".

A 40th level Barbarian has 18 feats.
7 "normal feats"
6 "Epic Feats"
5 "Epic Barbarian feats"

A 20th Fighter/20th Barbarian (note order) has 24 feats.
11 "Fighter Feats"
7 "normal feats"
6 "Epic feats"

A 20th Barbarian/20th Fighter has 24 feats
7 "normal Feats"
11 "Semi-Epic Fighter feats"
6 "Epic Feats".

Except the Last character is far less likely to qualify for all the Epic level Fighter feats he wants!

For example, He still can't take Weapon Specialization until 24th character level! Thus postponing Epic Weapon Specialization until 26th level by the earliest...(Two levels after 20Ftr/20Brb)

The real power gamer will just grab a level or two of Barbarian and Ranger, anyway, and leave it at that.
