Why? To get that +100 bonus, the item creator would have to spend the xp, but also would need 50+ ranks in the skill. The item creator doesn't require the ranks at all. He simply needs access to a spell that grants the bonus. The Boots of Striding and Springing require the Jump spell, not ranks in jump. Some people house rule that the creator needs ranks in the skill, but I don't.
