Uhh...no. A Wizard with an Intelligence of 18 would get 6 skill points per level. Let's go ahead and assume he was an idiot and didn't increase his Intelligence as he leveled. Now, if he were 21st level, he would have earned 144 skill points, 23 of which he can place into Spellcraft, and with his Intelligence modifier, that would net him a +27 bonus to his Spellcraft checks, and that's at 21st level.
Now, if he got a Ring of Spellcraft +30, which is certainly something he can afford, you're looking at a +57 bonus to his Spellcraft check. Know what that means? Even if he wanted too, he couldn't cast a Hellball, no matter how hard he tried. So what's the big deal? So he can cast Dragonstrike. Another epic level caster can just as easily cast Epic Counterspell.
I'm just tryin' to figure out where you're comin' from on this.
