Been a while but I found Bluffside very interesting, I used it as a drop in my game; the Gateway to the New World. Basicly a new world opened up and there was a rush to it, where they found Bluffside, a city in ruins. Repairs were quick and people flocked. The lands outside, yet to be explored.
I found I could easily change the material to fit my campaign. The "wizard" city, was just that but because of living there, children were becoming sorcerers. Backgound was for freedom to pratice magic.
As a growing city there was a lot of power grabbing. Plots, to weaken other groups or to strenghten them. While each city was controlled by different groups, they were seeing Bluffside as a kingdom and that needed a king.
Players would mostly ruin hunt but also get mixed up in the power plays. Every now and then they would go into the lands beyond to hunt ruins there. I used dinos and lizardmen in these lands.
