explanation of spell damage cap

Can somebody explain the rule fromt the DMG 3.5 concerning spell creation and damage caps. I do not understand why the table states a 1st level spell damaging one enemy does 5 DICE worth of damage when i have flipped through the spell section of the PHB 3.5 and noticed that some spells do 1d4 or 1d6 damage. (I can't recall any specific spell at the moment, but if desired I can get them). I'm in the process of designing new spells, but am confused with this rule. Please help me understand!

That table represents the MAXIMUM damage a spell of X level should do.

Burning hands, for example, caps at 5d4 at 5th level. Magic missile caps at 5d4+5, but at 9th level (because it is a better spell).
