Still very much up in the air, but it's starting to feel very much like either a House or Yes Man victory outcome. The NCR are down to just a couple of Rangers in the region, but the Legion aren't much better off - that small divided camp seemed to be pretty much all there were.
Victor still being around is a bit of a puzzler - in the game he wasn't any specific Securitron, he was a persona that could commandeer any convenient one to be the eyes and ears of House, as well as to pass on guidance from House to people of interest.
Yes Man would be the most interesting outcome to follow for me. It didn't particularly leave anyone in charge (even the protagonist), and seeing what Yes Man has turned into would be intriguing. However, it doesn't feel like that's what they're building towards.
