It was indeed. Just pointing out that it can have other effects depending upon how it's deployed. How it's intended to be used in vaults 32 and 33 remains to be seen.

Except that Hank was chipped afterwards, and he seemed to have that same helpful persona after he mindwiped himself.

He was chipped but I think that Lucy was holding off on hitting the Big Red Button, that switched the chip on, until she was going to leave. Hank beat her to it.

I wouldn’t completely rule out the possibility that Hank is faking the mind-wipe. He is (or was) pretty manipulative.

What was the purpose of the congresswoman’s head? What was downside of her death?

Why would the others follow the ghoul to Colorado?

What is phase 2? Is the super mutant tied to it? Any game tie in that could provide clues?

I think the wonsns head was to get them over as villisns and inconvenient congresswoman.

In the game Enclave was destroyed more or less. Looks like they have another facility.
