Fantasy Earth Creatures

Here is a new race I'm designing for my fantasy earth campaign. Think of a Puss-in-Boots type race from folklore (or similar to the one in the Shrek movies). Stereotypes are encouraged, but I want to make it balanced. And, yeah, it's intended to be a little silly.

What I'd like is some feedback - especially regarding the nine lives power. Is it reasonable? If not, do you have any suggestions? Finally, any suggestions for racial feats?

Racial Traits
Ability Scores: +2 Dexterity, +2 Wisdom
Size: Small
Speed: 6 squares
Vision: Low-light

Languages: Common, choice of one other
Skill Bonuses: +2 Acrobatics, +2 Perception

Cat Naps: Due to taking quick naps at other times of day, you do not need to sleep as long as other races during an extended rest. You need to only spend 4 hours sleeping to gain the same benefits other races gain from taking a 6-hour extended rest.

Falling Grace: You may use the Acrobatics skill to reduce falling damage, even if you are not trained in the skill.

Nine Lives: You can use nine lives as an at-will power.

Nine Lives - Felinigeni Racial Power
At-Will
No Action, Personal
Effect: Whenever you fail your third death saving throw or otherwise suffer an effect that would cause your death due to hit point damage, instead of dying, you are stabilized, as per the rules for First Aid.
You remain unconscious for 8 hours. Furthermore, you suffer a -1 penalty to all attack rolls, skill checks, saving throws and ability checks until you reach three milestones.
You may use this ability a maximum of eight times in the character’s life.

Vision: Normal

Languages: Common, choice of one other
Skill Bonuses: +2 Endurance, +2 Insight

Quadruped: You can carry 25 percent more than usual. Furthermore, you suffer a -5 penalty to Climb checks.

Stubborn: You gain a +1 racial bonus to Will defense. Additionally, you gain a +2 racial bonus to saves against charm, fear and sleep effects.

Surefooted: You ignore difficult terrain if that terrain is the result of a slope or stairs.

Powerful Kick: You can use powerful kick as an encounter power.

Powerful Kick - Onocentaur Racial Power
With a might leap, you knock back your foes with your rear legs.
Encounter
Minor Action Melee 1
Special: If you are immobilized, you cannot use this power.
Targets: up to two adjacent creatures
Attack: Highest physical ability +2 vs. Reflex. Increase the bonus to +4 at 11th level and to +6 at 21st level.
Hit: 1d6 + Str modifier damage and target is pushed 1 square. Increase the damage to 2d8 + Str modifier at 11th level, and to 3d8 + Str modifier at 21st level.
Special: When you create your character, choose Strength, Constitution or Dexterity as the ability score you use when making attack rolls with this power. This choice remains throughout your character’s life and do not change the power’s other effects.
