Does a Wizard, Sorceror, or Bard have to take an Armour Check Penalty if they have the Still Spell Feat?

All the still spell feat does is allow the user to ignore arcane spell failure.

If you mean, do they still have an Arcane Spell Failure chance, the answer is no. Only spells with Somatic components are subject to Spell Failure, and spells cast with Still Spell do not have Somatic components.

If you actually meant Armor Check Penalty (which is applied to skills, not spells), then the answer is yes, it still applies.
