I figured it out, had to turn off "Baseline grid".

Ah-ha! That looks a ton better. Now you just have to figure out the white space. Faffing about with the title and table can fix some of that.

I agree, its a bug with the Affinity Publisher (or my using it wrong). I can't seem to get 120% of height, it just jumps to 150%. I logged an issue on their forum.

Do you have baseline grid enabled? If you do, changes to leading won’t have an effect until they push the text down another line on the grid.

Update: Just caught up and saw that’s exactly what the problem was. When I lay things out in Affinity Publisher, I usually set the baseline grid and leading to the same thing for my own sanity. (Or leading to a multiple of the grid if I want to use extra spacing instead of tabs to indicate new paragraphs.)
