I'm not sure how you'd balance the flying against the other races though

- Githianky have one-round flight as an encounter power from the get-go ("telekinetic leap"), even useable on others.
- Wizards have perfect flight as a daily power at level 16.
- Rogues have a "leap of the clouds" ability as an at-will utility at level 2.
You can begin with wings serving as jump-boosters (like the rogue power) and eventually become encounter-based clumsy flight. You can even have a paragon path focused on developing flight.
