Consider the following:
Steel Warning

Your blade flashes out in a swift attack, then stands ready to strike again.
At-Will ♦ Martial, Weapon
Standard Action -- Melee weapon
Attack: Strength vs. AC
Hit: 1[W] + Strength modifier damage. Until the end of the target's next turn, you gain a bonus equal to your Dexterity modifier on damage rolls against the target.
Increase damage to 2[W] + Strength modifier at 21st level.
How it works:
This is a very conditional power. The Dex-based damage bonus kicks in only if (a) you get to attack your opponent after your turn, or (b) you get to use it on top of your existing powers, either by spending an action point, using it on an opportunity attack with Heavy Blade Opportunist, or by being very high level and using Force the Battle.
As such, on my reading, it is nice for (a) marking aggressively; and (b) setting up burst damage under the right circumstances. Is it too nice for those things?
