The woman pulls further ahead of Kae and goes over the fence to the switchyard like a cat, leaping nearly to the top of the fence before climbing the rest of the way, then dropping to the other side and rolling to her feet.

Kae, the bad news is that it's early enough in the morning that bystanders are few and far between.
The good news is that it's early enough in the morning that an eldritch blast might not draw too much notice.
A full-bore melee will probably wake people up, but you might be able to get away with something quick.
She's way ahead of you, but if you have eldritch spear, you can take a shot. She's out of range of a regular eldritch blast.

Sedar swings around the near side of the switchyard and immediately sees why the woman is heading here: three layers of walkways, the sidings for the lightning rail, work sheds, signal towers, and work gantries make this place a giant jungle-gym for the athletically inclined.
Make a DC 20 Sense motive check to try and figure out what her plan might be: changeling social intuition is no help here.

Nobody about, and the woman's well out of range of Kae's powers. She grimaces. Looks like it's going to be down to Sedar if they're going to get this book back.
 


Sedar's got nothing.
The best thing he can think of is to get up high: he has no idea what she's planning, but at least he'll be able to see what she does.

Zook frowns " Painfuly aware of it. That woman running up ahead bopped me and tried to get away. I guess I was being too friendly... I'm Zook, journeyman librarian of Korranberg. the frail gnome says extending his tiny hand.
 

James shakes Zook's hand.
"Pleased to meet you, Zook."

He looks sympathetic.
"You're lucky she didn't poke you with that spear of hers."

He looks around distractedly.
"I think she's slowed down. I could try to broker an apology, if you like."
 



Kae can only keep running, hoping to keep the nimble woman in sight though she's beginning to despair of them ever actually catching her.
