But it's clear the intention is to use one weapon in each hand. Even saying so on the official article.
I disagree that is clearly the intention. On the contrary, I think it looks like the intention is for you to be able to draw and attack with a weapon on the same turn.

Two weapon fighting with one hand, no.
The sequence I described does involve both hands, as well as two weapons (well, three, actually). Moreover, the latter is an unavoidable consequence of the former. If you can draw and attack, then it is possible to make the second attack with a weapon that was not already drawn, thereby enabling you to use the same hand. Fittingly, the 2024 Light property is not called two-weapon fighting.

In 2014, I tried to improve Savage Attacker by combining it with the Charger feat. Since the charger feat has been improved, that is less likely to work now.

I might make it so that, if you take Savage Attacker, you get a Fighting Style Feat. Fighting Styles are not terribly strong in general (there are some exceptions, but for the majority they aren't) and I do want ways to increase the number of fighting styles people get without them having to spend an entire feat on just a style and nothing else

2024 Savage Attacker - You've trained to deal particularly damaging strikes. Once per turn when you hit a target with a weapon, you can roll the weapon's damage dice twice and use either roll against the target.

Note the changes from 2014, all damage die gets rolled and its when you hit the target now. It also should apply to reaction attacks.

This translates into the following Damage bonuses for a single attack.
2d6 = +1.37
1d12 = +1.99
1d10 = +1.65
1d8 = +1.31
1d6 = +0.97
1d4 = +0.63

However, that damage doesn't happen unless you hit, so for DPR it's multiplied by accuracy. And since it's once per turn, it's accuracy is actually the chance you don't miss all your attacks. It also should scale with magic weapons that add dice damage.

In any event it's not alot of extra damage, but it and tough are the only origin feats for backgrounds that give str and con.

Until clarification comes I’m vetoing it. Actually, I’m vetoing it no matter what. It’s shenanigans.
