Forgotten Realms 3.0 Campaign setting cover

Sorry, but english is not my language.
Anyway, I'm about to run a Forgotten Realms campaing in Pathfinder and when I started to read the book I saw this strange circular logo on the cover. I'm wondering what is it.
Anyone can tell me please, what does it mean? Does it have elven and dwarf characters on it (?)?

I believe it is a Wizard's Mark - perhaps the Simbul's.

Could also be the city mark for Silverymoon, though I'd find that to be a bit odd.

Or even some sort of symbol for Mystara.
 



I forget what the symbol is but I remember you can translate the elven writing that appears on it.

I daresay some half-way decent Google-fu will deliver you the translation.
 


OK, there are two messages on the cover, one in Dethek (Dwarven) and the other in Espruar (Elven) which, according to Sean K Reynolds, read as follows:

Dethek: The secret fires of our hearts burn with the memory of wars lost and heroes slain, but like the stone from which we came, we endure.

Espruar: We remember cities* now in ruin and forests murdered, yet still we sing to the stars and hope for renewal.

I've tried searching Candlekeep for an answer to the mystery of the symbol but it seems that it is currently offline again.

I think it look like Angharradh symbol. But the circles look like moons and there are these little squares, I neither know what are these.
