Hands down the best OGL game I've played. Not just the game but the supplemental material. The class splats are so good. I really can't say enough good things.

Though I have not yet had the opportunity to play I have read revised cover to cover and I am really impressed. I think it may be my next go to since I'm a bit disenchanted with base D&D these days.

Honorable mention. I just think it's really neat. It reminds me of the old Middle-Earth game-books. Simple, elegant, a real delight.

There's plenty others. I liked Spycraft, particularly the Shadowforce Archer material. Arcana Evolved has some concepts in it that are beyond compare. The Thieves' World material from Green Ronin is great. I am sad that I never get to use so much of this material that I own. I guess that's the downfall of the gaming junkie though.
 

Nobody mentions T20? I don't have any direct experience, but I thought it was well received.

I have the book. The classes IMO are a much better take on modern/future than d20 Modern's approach, for a class-based game. I found it a bit too fiddly/crunchy to want to play though, eg just calculating armour penetration looks like a pain, and as with other versions of Traveller, starship combat is far more complicated than I want. Also I'm not that happy about default NPCs being 6th level, with dozens of 'stamina' points.

Edit: Just got StarSIEGE yesterday, which is a d20-derived game but not OGL - derived from C&C but they apparently realised that it didn't contain any WoTC-protectable material. Too early to say if I like it, lack of any table of contents is a pain. It uses "stress tracks" which I find new-fangled and annoying compared to good old "hit points", but it has hp as an optional rule. In fact it's really good for presenting optional rules for greater simplicity and for higher powered games; as a toolkit it definitely shows promise.
