Nope, its skill based which I dislike.
That requirement being brought that to my attention, I am now confused. . . even the magic systems that you mention (such as Ars and Mage) are both skill-based. It's true that their powers aren't called "skills" but they function exactly same way as most skill-based magioc systems do (each "sphere", "technique", or "form" represents a specific aptitude, and ratings reflect specific knowledge of those things).
If you simply want magic systems that use skills but call them something else, Ars Magica and Mage would work fine for your purposes.. I'm at a loss to think of other systems that fit the bill, though. Or are you for a non-skill-based game that includes skill-based magic rules (albeit under the auspices of "spheres" or some such name)?
