Your scenario reminds me of some actions in the movie "Steamboy".
The train will certainly be powered by a steam engine so also a zeppelin with a steam engine could also exist in your world.
The bad buys want to catch the Steamboy out of a train with a zeppelin hovering over the running train. At bottom of the cabin of the zeppelin a big crane with powerful "claws" is mounted. They ripped of the cieling of the train easily.

At the very least you should have a hot air baloon full of a platoon of Aeronatique Legionnaires in the sky over the rails around Dallas. Contacted by the Wizards to meet up with them as escort, theyve now been alerted by magical means to search for the train and intercept.

An "air force" backup if you will that surreptiously crossed the border to aid the wizards. Texas is full of wide open spaces after all.

And Id wager not too far out fo the genre of 19th century fantasy, if you dont want to go full on steam/zepplins.

Not overly worried about that one, as in the group's fifth module they took a ride with Captain Nemo on board the Nautalus.

Thanks. The story so far has had a number of interesting cameo appearances, including both historical figures and those from historical fiction. Another DM had brought the group to England in the 4th module for a very Lovecraft-style story. The 5th module was titled "League of Extraordinary Cowboys" and had Campion Bond hire the group to break Dr. Henry Jeckel out of a French prison and the Nautalus brought them there.
 

I played in a Victorian England "League of Extaordinary Gentlemen" style game a couple years ago... It was a lot of fun. I still miss my PC from that game.
 

I like the Zepplin idea a lot. What I'm thinking now is having their sponsor show up in Louisiana, find what happened, discovering the routes that both the party and the French have gone. He could send a telegram ahead to a stop just prior to Dallas and give them a short heads up. We'll then see what the players do with that information. I figure it's 50/50 that they'll try either try to get them and their cargo off the train at that point or that they'll stick it out and decide to fight the wizards in Dallas. I'll then use the Zepplin and French Foreign Legion troops later for their next attempt, probably near El Paso.
