Gah, my DM has no ideas

If all he needs is inspiration, you might point him toward the "Steal This Hook" articles on the WotC website. They have few details and no stats, but they're free.

So, what are the characters like? Do they have goals of their own they want to pursue? You could fill a couple of sessions easily by playing out that kind of stuff.

well, their main goals right no ware to deal with the war. Their main gaols are women, money and magic items, not necessarily in that order. :)

I can't conceive of a GM running out of ideas. But I can imagine a GM getting tired of running a game. What about offering to step into his chair for a few weeks/months?
 

I will be stepping into the chair for a year since he is leaving August 20th. But anyways, the game went great, he did not use my idea, but it was still really fun. :)

Ahhhhhhhh, I hope he comes up with something after he is done with his summerschool so I can talk to him again.

Now our games are like 70% social event and 30% game, and we have had gaming session before where not a lot got done in the game, but we still had fun.

I havce some ideas, and I proposed one to him to help him out, but he saw a small problem with it, so now I have revised it, but I am still nto sure if it is going to work.

To me your solution is obvious. His campaign will suck, and when you finally take over, you will look really, really good. The alternative is to kill him now, that way you can take over quicker. And when you're in control...
