I thought it had been stated long ago that MM will include rules for gnomes as PC's, as well as other races?
 



I don't have a source, but they've definitely said that there are a number of monsters in the MM that come with a PC writeup as well. They won't be as well-supported as the eight races in the PHB (which will have racial feats and stuff like that), but they'll be playable.
 

It was mentioned on Paizo's forums by Rodney Thompson that there would be several races (I wanna guesstimate 12, I dunno if I could still find the topic) which will be made into Player races from the Monster Manual. Gnomes were confirmed as one of them, as were Gnolls.

The same information has been publicized on the news page of this very website, as part of the big "D&D Experience" news dump.

Unfortunately, yes – a book of great intentions, but poor implementation, IMO.

Actually, I feel that away about 3rd Ed, period - great on paper/in theory, but in practice/implementation, not so much
