I was one of the lucky people to actually get one at DDXP. It was that or a shadar-kai or a an orc. You had to purchase them with tokens earned from about 5 half-hour delves.

The guy monitoring the promo card pile said I was one of a very few people to choose the gnome.
 

One of the issues that I have with this whole "Gnomes as kinda-sorta PC race" is the apparent load of drivel handed to us in the Races & Classes book. In it, WotC explained that they had no real niche for the Gnome and had no idea what abilities to give it to make it stand alongside the other player races. Now, however, they have an entry in the Monster Manual, complete with information on how to make it a player race?

Unless someone was talking out their backside, I would not be surprised to see the following entry:

GNOME

Dude. We have no idea. Just make something up (or play a Halfling, they're cool again). - WotC Design Team

I suppose a niche for a monster is different from the niche for a player race. Monsters can overlap more then PCs. (At least, that's what D&D does - dozens of humanoids, dragon types, devils or angels...) And there are niches for monsters that just don't fit PCs. A creature lurking in the Feywild and kidnapping children - Maybe a good idea for a monster (Gnome?), but is it something that screams "player race"?

The content of Races & Classes was finalized in August 2007.
The content of the Monster Manual was finalized in late March 2008.

Do you think nothing happened in the 7 months between those events?

Within the space of those seven months, that gnome managed to secure both a lair and a minion!
