Half-Elf as a breed of Human

I am going to have half-elves be humans from another continent. I want to get rid of their low-light vision and dual heritage features and give them a bonus feat and a bonus skill.

Does this seem balanced?

I would err on the side of caution, it seems a bit over-powered. If you explained a bit more about what they are (just wild humans living in the woods? or humans that abandoned civilization to learn from the elves? some other experiment?) it would be easier to place what you are trying to do.

Basically, if they are from another island, they seem isolated so i wouldn't let them get group diplomacy, or +2 to diplomacy. In addition I would drop the languages down to two, common and one that makes sense for their background. Dropping the feat, to make up for it I would allow +2 con and +2 to other stat.

So they are adaptable, but isolated.

They are simply another group of humans from a different crumbled empire on the other side of the ocean. Not as adaptable or focused as regular humans but more diplomatic and worldly having been uprooted from their home and voyaged all the way to a new continent. So, they are not from an island. One group is called the Ancients and the other called the Masters both are human and one just uses the half-elf as a template.
