That's not true. It's extra. A first level character only GETS two at-wills, one encounter and one daily.

Even then I would say that it is wasted design space as the power becomes underpowered by becoming a per encounter. Also from the sheet it would seem that there are not too many other bonuses that the halfelf gets.AZRogue said:A half-elf with an At-Will ability to be used as an Encounter ability would be fine ... provided they received something else as well. If that's it, if that's the extent of their bonus, then it would be pretty lame by comparison. Add in a few features similar to the Elven abilities, though, and I can see it working.
