Handing out abilities rather than magic items

Hmmm, not sure. I know they gain the swim speed, extra limbs, natural attacks, natural armor and non EX abilities. I wouldn't think that gills are Extraordinary as they are basic aspects of the creature but that's logic vs. game mechanics.

Of course, this is a power granted by a god so it doesn't explicitly have to follow the Alter self rules.

I'd suggest restricting the ability to change to just a few races or even just one. If the deity is Good, then it might not approve of them changing into sahuagin, for instance.

That's a good point, I didn't think of that. I guess I could justify it by saying that a good deity would only have a problem with them turning into Sahuagin if it was done for an evil purpose. Because giving them the power to turn into a Sahuagin could actually be a good thing...such as tricking the race into thinking you are one of them so you can thwart their evil plots. Just because they look like an evil creature doesn't mean they are evil themselves :p

Swim Speed is nice, give 'em a decent one and the Sorc should be happy enough.

Change the rogue to "natural body of water" or "running water" so they can't use it all the time or perhaps "river, lake or sea". It's not too unbalanced, fast healing is useful for a rogue but sick for a fighter.

The ranger idea, sucks, frankly. Play to their strengths - perhaps permanent water breathing and the ability to track underwater?

Water domain is rather nice for the Cleric, but probably not breaking.
