Search for plastic turtle toys. Lots are available for pretty cheap. Here’s one:

If you are looking for animals, insects, fish, bird, or dinosaur minis, go the plastic toy route. Loads cheaper than RPG miniatures.

The previous Raphael comment aside, there have been a few lines of TMNT miniatures over the years, dating back to Palladium’s RPG and at least one from Dark Horse Comics (as well as a few mini games such as Heroclix).
