Rather, I assume they chose those maneuvers for a reason. That they preferred that to damage.And the sort of thing that makes me say, "You opted for this class that chooses maneuvers, you have chosen poorly, these are the consequences, I shouldn't handicap the champion because of your mistake."
More complex classes shouldn't be stronger, they should be more complex. And that complexity can bring with it the opportunity to pick things you regret (and retrain).
But it also lets you play a character who isn't as good at combat, but is good at the other BM options. And I'm willing to let BMs make that choice.
You don't balance the Champion's combat abilities against the BM who chooses to avoid combat abilities.
