So you can fall if your speed is 0, otherwise know as not moving on your turn.

Choosing to not move on your turn is NOT the same thing as being reduced to 0 movement speed. The wording you clipped would not apply.

Maybe, I can understand your interpretation and I caught that nuance as well. It just seems like an odd way to say that.
