There's nothing like Cthulhu and the varied horrors of his mythos. I think that's actually part of the inspiration behind 'fishmen' and their like.

Of course, without any sort of mysticism involved, you wouldn't be able to use that type of items.

You could have it as early proto-types of the U-boats and their sailors, sort of like Jules Verne's 20,000 leagues under the sea. You could have several of them, though, perhaps as an undercover spy operation by the German or Japanese navies of the time. Sort of a precursor or warning of things to come in 15 years.

(All though for that time period it probably would be more German proto-type U-boats than Japanese, though the Japanese were up and coming and starting to flex their muscles, it would be more of the German proto-type more than likely than Japanese as the WWI precursor).
