Help me twink out an elven ranger and human wizard!!!

A better choice would be take an ELC penalty, get a huge type monster, (preferably a ogre or something of large size that's not too bad), take a level in the monster class, THEN dual wield as a ranger with regular longswords.

Wizard wise, focus on Transmutation and probably either specialize in it (eliminate Illusion and Enchantment schools as prohibited), then probably go archmage last five levels.

Meaning that she has chosen the wrong path or the wrong weapons for the path that she wants to take? What would be a better weapon choice?

Meaning, I believe, that dual-weilding short swords is not a path to melee monster unless you do a large amount of sneak attack damage.

Two-handed weapon weilders with power attack tend to make the best melee monsters. You can do silly things with Monkey Grip and two-handed heavy weapons. They suffer a bit in the defense department, though, until they can get an animated shield.

Yeah, you stated, she wants to be a melee monster. With TWF she just won't be.

Two-handed weapons and Power Attack is much more like it.

TWF is finesse style combat and not as effective in 3.5.
Doesn't mean it's totally useless, but you said you are looking mostly for effectiveness.

Stats rolls for the human wizard are: 15, 17, 12, 11, 17, 16
Stats rolls for the elf ranger are: 16, 15, 18, 15, 16, 13

Hell. With stats like that you don't need twinking. Just slap your best scores on the most important stats and have fun. You will be deadly no matter what.

Actually 4d6 drop the lowest, do that 7 times and keep the highest 6. The DM likes to make you feel good about your stats before he destroys all hope

She actually rolled that well (I watched) and it was insane. I am so jealous...I didn't even get an 18 when I rolled mine up. She normally plays elven mages so we are trying to get her to play something new. Suggest a ranger, fighter, barbarian, paladin? We want her to get into the whole "hack and slash" feel for once.

And if you are looking for overpowered options, incantatrix is nice, but check out the new dweomermaster (Clr1/Wiz5) in the complete divine web enhancement!

I am assuming you meant the dweomerkeeper...HOLY COW!!! That thing is insane...I must have it. :D

Erm... yes, ...keeper. :)

That's some crazy good rolls for just 7 times 4d6DL (yours too).

Well, if you want her to play a more hack&slashy character (AND she wants that too!!), 18 Str barbarian/fighter with a big two-handed weapon and Power Attack and Extra Rage is probably a good choice.

But if that's not, what she wants to play, then let her decide for herself.

An idea for the ranger: Get the Power Attack, Cleave, Great Cleave feat chain as a variant combat style. Pick a nice hunting weapon, such as longspear or so for it. You'll have style and effectivity, though not a melee combat monster that hacks everything apart in seconds.

I suffered from a char with 18, 18, 17, 16, 15, 14, 14 once in a 3d6 roll in order character creation... no rolls shock me since then.
