tried to make your run of the mill optimized ranger and came up with this

Basically its as powerful numberwise as you can get legally except for the d8s on your weapon damage. And that was sacrificed for a good reason (imo).
What this character does, is shift... ALL THE TIME. He shifts when people mark him, on most of his powers (only two powers don't let you shift), when he uses twin strike, when people get next to him, and just for the hell of it sometimes. The mark of passage means that everytime he shifts, he shifts one more. You still get all the "necessary" feats (expertise, lethal hunter) and the background gives you hp based on str instead of con. Your ac and reflex are going to be poor but the boots of the fencing master help some with that (everytime you shift you get a +1 to reflex and will, as well as the defensive weapon property. And let's face it you are going to do some terribly large damage with your bloodclaw weapon.

I think you'll find that with that build the ranger is going to run out of healing surges long before the rest of the party, as its AC is going to be crap and will stay that way, as you aren't boosting your dex and your con isn't good enough for heavy armour.

Besides, the op said no weapon expertise.
 

Depends on the party (read: defender(s)).

In this scnario, I do not think building for damage is the way to go. Once again, build for accuracy. You can't damage what you can't hit (generally). With no expertise, you lose a valuable +1 to your attack. At minimum this means maximizing strength and/or sticking with a +3 proficiency weapon. That could mean limited wisdom or dexterity/intelligence. This means I'd likely ONLY build from a strength-boosted race, probably Longtooth Shifter but maybe Genasi or Half-Orc. Start w/ a unmodified 16 (18) in STR (I like to go to a 17/19 or 18/20 myself) and get a 14 in Wisdom and whatever you can in a reflex stat.

An "average" strength w/ no expertise and a +2 weapon can get pretty rough when trying to hit anything with good defenses.
