It's a bag of rats solution, and one I wouldn't allow. Fortunately you don't need to do that since it doesn't specify that the subsequent turn needs to happen during the same combat.
 

So I saw this thread just now on how to mess with hex so you don’t use a spell slot for it. What they did was carry a chicken around with them. After a battle they would move hex on to the chicken to save a spell slot.
You do not have to do this. Once the previous target is dead, you can just keep the spell active but "on ice," and pick a new target as a bonus action the next time you're in combat. Per @Delazar, the design intent of hex at higher levels is that you can maintain it through multiple encounters (as long as you hold concentration).
 


As noted above, there is no point for this as the chicken does nothing but make it harder for you to move the Hex to the next desired target, but putting that aside:

Hex is granted by a Patron.

For many of these Powers, an attempt to play rules lawyer and cheat the system will … not be met warmly. Other PCs may also object to killing animals for your convenience. Yes, you can come up with reasons to work around issues like these - but will your DM allow it? And if so, why would he not just remove the concentration requirement from Hex and simplify the matter?
