Holy Word on Other Planes

In the description of Holy Word, the first paragraph states "If you are on your home plane..." then non-good outsiders are sent back to their home planes. The second paragraph deals with creatures of non-good alignment but native to the plane.

What if you are not on your home plane? Does the spell banish non-good creatures who are also not of that plane? Or does the spell work only on your home plane? A literal interpretation of the rules seems to indicate it works only your home plane, but is this what was intended?

Comments? Suggestions on how to rule this?

According to the FAQ, the spell can be used offensively on any plane, but you may only banish extraplanar creatures from your home plane.

So, a celestial using a holy word on a demon, while on the prime material plane, just hurts the demon.

A demon using a blasphemy on a celestial, while in the abyss, hurts and banishes the celestial.
