Feat: Florentine Master
prerequisites: Two-weapon fighting Style, Duel Wielder Feat, minimum Character level 12, Extra attack feature

While wielding two weapons and nether weapon has the heavy property, when you make an off-hand attack as a bonus action taken after taking the attack action, the offhand bonus action attack may make one "extra attack" action. At level 16 you make a third attack with your off hand if your Extra attack feature allows more than one bonus attack per attack action.

That's far too good. You're taking away the fighter's extra attacks speciality for a start. And both weapons should be finesse weapons. And the prerequisite should be based on Proficiency Bonus, not character level. Unless you meant class level, of course.

Your right about over powering extra attack, I realized it on post but had to step away. So Instead I increased the Heavy restriction requirement to both weapons and tied it to Extra attack, this means its not hurting Fighters its enhancing them. The fighting style restriction then ties it down to Fighters, Paladins and Rangers. Frankly restricting it from paladins and buffing it for rangers would be better but short a straite class restriction for paladins and the added hit for Hunter's Mark I am not sure how to do that.

I don't think the finesse requirement is a good idea because their is no damage bonus of Morning star, or one handed longswords, over a rapier but if limiting it to Finesse means tons of rapiers and a few Scimitars but nothing else.

Character level is fine because cantrips already work this way and its restriction to level 12 means your not getting as a level 5 bump your getting it because stopped improving as a two-handed fighter at level 5 meaning two weapon fighter, rangers, and paladins beyond level 10 are rare because people feel like they are hurting their party by not keeping up. (Less so Paladins) This pressures them into building more "optimal" damage designs in campaigns where combat is actually a threat. In "Heroic" campaigns where no one dies and fights are generally easy this is not really a concern... In hard core under dog campaigns two-weapon fighting is not currently a thing.... unless your a rogue just getting another chance at backstab.
