Just go though all of the typed bonuses: Luck, Sacred, Profane, Insight, Resistance, Inherent.....

Also: bump your ability scores as high as possible.

See title. At high levels +5 from a vest of resistance combined with base saves and ability mods just arent enough.......
Because you are supposed to fail some saves. Otherwise all your foes would just use rays.

For some classes it's more difficult than others. Paladins and clerics normally have excellent saves due to Divine Grace and access to spells like Conviction. Fighters on the other hand tend to generally struggle with saves since their access to magic is limited and they rely on the spellcasters. The save feats like Iron Will are almost a must for higher level fighters. Rogues can still get away with Use Magic Device and choice spells. But, generally your saves just aren't that high at high levels for most characters. SR always helps, otherwise high hp sucks up some damage. Multiclassing also helps to boost saves.

Right...I had forgotten about Morale bonuses, like from Coviction. Mass Conviction is a GREAT spell to have cast at high level, extended.

Another good one for clerics and paladins is the PHBII feat Divine Fortune. +4 to a save as an Immediate Action by spending a turn attempt. Very useful at higher levels when you need to make sure you make a save.

Protection from spells is fabulous.

Except that they provide a resistance bonus like a cloak of resistance does, so pretty useless at higher levels except for the hedge summoned creatures aspect.
