How to run a shining force/FF tactics style campaign?

Hi,

I'm thinking about running a d&d campaign inspired by the classic games, Shining Force, Final Fantasy Tactics, and Ogre Battle. In these games, the character controls a large group of characters to fight evil in set piece battles. The player can choose out of many possible recruits and adventurers. So I'm thinking about either the d&d miniatures handbook or Cry Havoc for the rules, but what I really want is a mordheim type scale set of rules for d&d to run a skirmish campaign where each player controls a warband of characters, all the warbands fighting for a common goal. What kind of books are out there to help me run that type of campaign?

Well, the Miniatures Handbook (and corresponding game) sound like exactly what you're looking for. Cry Havoc, IIRC, covers more of the mass warfare - armies and units of soldiers and such. MH is basically Shining Force with the D&D ruleset.
