This is just speculation but I don't think there there will be spell levels as we know them.

I think there will be a discrete collection of spells, and the "level" at which those spells are cast will be based on your levels in spellcasting classes, kind of like initiator levels in Tome of Battle.

For example, there may be a Fireball spell but there won't be any predefined spell level that it is assigned to. What it does when cast in terms of area effect, damage, and so on, will be dependent on the level of the caster casting it. So if cast by a 25th level caster, it will have effects that will be suitably epic. When cast by a 5th level caster, it will have damage and effectiveness suitable for that caster level.

Likewise, something like Dispel Magic would be the Dispel Magic we know at low level, but might turn into Disjunction when cast at a high level. Though personally I think that Disjunction is completely broken and needs to be removed from the game. But that is another debate. :)

Anyway, based on what I have been hearing about 4e, that is how I think it will work. Spells will just be spells with no more such thing as spell level. Their power will depend completely on the caster using them.

Good point. Though many of the 0-level effects might become "always available", with a few making the cut. Or perhaps 1st level Wizards have access to spells of levels... nah, that wouldn't work.

Do you mean 21-30 epic levels, or the epic epic levels 31+?

I was thinking 21-30.
 

I find quite interesting this quote from the latest playtest report:

He was playing a warblade/warmage in the 3rd Edition game, which didn’t really convert at all. Fortunately, he was able to pick a class that was focused on tactics, and he picked up some wizard powers to feel similar to the old character.

The "class that was focused on tactics" sounds a lot like the new "warlord" to me (maybe the aforementioned warblade was focused on White Raven maneuvers...), and I find interesting that he was able to "pick up some wizard powers" without actually being a wizard. Does this mean magic in 4e is handled much like the force in SWSE so that any class can use magic to a degree, or is it just a house rule?

One of the devs on the WotC boards said that fireball will not be 1d6 per level anymore.

This caused quite a fury on that thread, if I recall correctly.
