I need a Waterdeep-like city

If Waterdeep has everything you need already why not just use it and change the names and dates to protect the guilty? You don't necessarily have to use the map, just use the fluff. And city maps, take a look at these.

You might want to check out something from online gaming. Maybe Everquest or Final Fantasy?

It's hard, because Waterdeep has always appeared very implausible to me.

The city of Liberty is the city, it sounds exactly like what you need. It's described in two PDF's so far (on sale this month for $2.99 each, unbeatable). No I don't work for TGM, I just know I love this series.

That's the link to Thieve's Quarter. There's also one called Temple Quarter. Full color maps by Chris West also sound like what you need. Hope that helps.
