I Need an effect that prevents teleportation only.

Hallow/Unhallow with Dimentional Anchor. This has the secondary effect of affecting turning, though.

EDIT: Given that you're dealing with a dracolitch unhallow [-4 sacred penelity to turn attempts] would be the way to go.

If clerical spellcasting is available, then Hallow/Unhallow will do this quite nicely. It can hold one "embedded" spell, and dimensional anchor is one of the possibilities. Lasts one year, and it'll cost, but it fits the bill.

Check Monte Cook's BoEM3 for other teleporting related spells, although I'm not sure if he has anything like that in there.

Duh. That's it. The unhallow will bolster the dracolich and the clerics of Bane present, and the imbedded dimensional anchor will prevent teleportation.
