I really don't understand what the problem is, and I think a real world analogy works fine.
Let's say you are a new hire in sales. There is a potential client out there that the compnay thinks can make a tidy $10k profit to the bottom line if you can land the deal.
Why doesn't the CFO or VP of Sales land the deal? Well, for many of the reasons listed above. I mean, you're kind of green, you may not be a powerpoint whiz... I'm sure these execs know how to wine and dine well (well most of the time... let's not talk about bad companies).
1. $10k profit may not be that big of a deal. Maybe the VP of Sales is trying to land a $3m 3 yr/contract which they can get a press release and maybe some analyst upgrades for. The CFO may be busy working on the numbers for the quarter, pr out looking for new financing (without which the company may go under regardless of your $10k profit).
2. Maybe there are a lot of potential deals going around. The VP Sales can't go out on every single call. That's why they hired you in the first place! Even if your sale doesn't pan out, there will be more work to do than one person could possibly handle. And everyone (well everyone in sales) needs to learn how to make a snazzy powerpoint presentation sometime. They're going to need managers and directors someday, might as well start training now.
In either RL or D&D, if it's known it's an "end of the world" situation (ie you're Peoplesoft and Oracle just offered $26/share of stock to buy you out, or 2 vampires and a couple mummies are ravaging the landscape), sure the head guy is going to deal with it. But I assume you're not going to send your level one characters into a situation which is so much over their heads...
