Well, like I said earlier, quarterstaff is part of the weapon group staff.
So originally, staff of defense works with a quarterstaff as well as a walking stick (as a description of an implement in the magic staves section) .. which has since been ruled to always function as a quarterstaff so halflings can't use one .. :S

Makes most sense. A staff is an implement, and should be visually distinctive from a quarterstaff (i'd go with having big gem on the end for channelling magic through)

A quarterstaff is a weapon for fighting with, and would have no distinctive traits, like carvings, symbols, gems.

A staff can be used for fighting with, but thats not what is designed for, its designed to channel magic.

A quarterstaff is a true fighting weapon, would have metal bound ends, handgrips, and look very martial.
