Hardly. Starlock probably has the best pact boon, making it +2 is just overpowered.

The feat says you get a +1 bonus to the d20 roll, not a +1 bonus to the bonus you get for each curse activation.

The feat would have been worded differently had it been meant to increase the +1 gained to +2 gained.

By using the word THE it refers to the roll you use the power upon.

Starlocks have the most awesome pact boon even before the feat. Seriously, attack bonuses are hard to come by. Starlock pact boon is very good.
