Improved Flying Prerequisites

Improved Flight from MOTW has the following prerequisite:
(don't have bookright now, but I think I quoted it right)

Ability to fly, either naturally, or magically.

Would a character who owned Wings of Flying qualify for this feat?

It would probably be treated the same as in all other cases where a character qualifies for a feat by dint of magical enhancement (eg using a headband of intellect to get 13+ Int, for Expertise). You would need to have had the item for the majority of the time spent at that level, to qualify for the feat on levelling up.
 

rules as guidelines

This is not an incredibly powerful feat, so you can simply ask yourself (as DM), has the character spent a lot of time flying? If the answer is yes, then give the character the feat. Heck, maybe the character is a natural, and should just get the feat, without having spent any time in the air!
