That would be the Lich from the Monster Manual. Same guy. I thought that was a nice touch myself, using the "iconic" lich.

I too like the more dynamic art styles, although the only ones I can recognize offhand are the Waynes (Reynolds and England).
 


I'd have to say that WAR is IMO one of the best fantasy artists out there. His ability to capture action seems comparable to Thomas Kinkade's ability to capture light. As somewhat of an artist I'd have to say that I hope to one day be able to create action as well as him. :)

My favorite picture has to be the 3.5 DM screen (Here). :D
 

I'm a big fan of the old 2E artwork. One of my favorite pictures, besides the halfling with the side burns, is the picture in the 2E PHB with the old mage in a pottery shop or something holding up a staff adorned with a gem on top that's shooting lightning. That picture inspired me to play my first wizard.
 

Yeah, illustrations that show actual scenes are almost allways better. When I saw the art gallery for the Spell Compendium I was quite blown away by most of it.
My actual favorite D&D artist, Jason Engle, sadly usally has no more than one or two works in a given book (he has quite an amount in the SC though). I didn't know about him till recently, when I found his website and found out that some of my favorites where his work. He usually shows some kind of scene and his pictures tend to be quite stylish and just "right", at least to me.

Gah! Of course, it had to be obvious. I was looking through the art galleries of the various villian books to find him since I knew I had seen him somewhere. I never thought to check the Monster Manual.
