D&D 5E Intiative Score (DMG variant rule)

I have been looking at the idea of the flat initiative score for npc/monsters (8 + Prof bonus + Dex) and have player's roll. I'm trying to think how declaration would work; everyone declares and those acting first can react off of the declaration of others.

I think the initiative variant that I would like to use is the one where after each character or opponent action, they can pass the initiative off to someone on their side or to the opposing side.
Thus if players win initiative they can all take their actions before the enemy but then the enemy can choose to give the 2nd turn initiative to themselves and and get two actions before the players get their second action.
I did this once and I really enjoyed it, but my players didn’t. They had a hard time keeping track of who had gone and who hadn’t in a round, so I had to remind them every couple of turns. I think it’s potentially a great method though if your players like it.

Ooh, I like that. Basically like Speed Factor Initiative, but the monsters/npcs have a sort of “Initiative DC” instead of rolling like the PCs do. Very cool.
